ETV News Network along with the support of Ministry of Petroleum & Natural Gas organized the ETV Dialogue ‘Unlocking India’s Hydrocarbon Potential’ on Thursday, 18th February, 2016 in Dehradun. ‘ETV Dialogue on Unlocking India’s Hydrocarbon Potential’ was the first initiative in the Dialogue Series which brought together the leading stakeholders for policy debate to find ways and means of strengthening the country`s hydrocarbon, oil & gas sector. The dialogue was positioned as a thought leadership platform and focused on the challenges before India's hydrocarbon sector and highlight opportunities in the Indian hydrocarbon sector.
The Hydrocarbon Dialogue was supported by major players in the sector and Oil and Natural Gas Corporation Limited (ONGC) was the presenting sponsor. Indian Oil, Oil India Limited and EIL were the associate sponsors. India Core was the knowledge partner for the series.
Shri Dharmendra Pradhan, Hon’ble Minister of State - Independent Charge, Ministry of Petroleum & Natural Gas, was the Chief Guest. In his inaugural address, Shri Dharmendra Pradhan mentioned that there are significant opportunities in the hydrocarbon sector despite challenges. He made an impassioned pitch for more research in the area of technology. He praised the exacting standards of Bombay High project of ONGC and stated that organisations like ONGC are contributing significantly in nation building. The minister said that it is a challenge to provide petroleum products at low prices to common man who wants to benefit from the fall in the crude oil prices. He pointed out that the Government has reduced the price of petrol and diesel multiple times in the recent past.
Shri Pradhan also highlighted the significant initiatives of the Modi Government like Pradhan Mantri MUDRA Yojana where loans worth about Rs 1 lakh crore have been sanctioned to small entrepreneurs; record increase in devolution of resources and devolving 42% of resources to the states; eliminating discrimination while giving the royalty to the states, funding road safety initiatives etc.
The Guest of Honor- Shri K.D. Tripathi, Secretary, Ministry of Petroleum & Natural Gas shared the work being done by the Ministry of Petroleum & Natural Gas and the achievements, challenges and opportunities ahead in the hydrocarbon industry in India. He informed that newer sources of fuel are being discovered. He also praised ETV News Network for organising the dialogue.
Earlier during his opening remarks, Shri Jagdeesh Chandra, Head, ETV News Network welcomed the petroleum minister and other dignitaries. He threw light on ETV's vision that news is life and pointed that ETV is the voice of the common man in villages as well as in cities. He stated that ETV is committed to doing its job of highlighting the good work being done by the government. He mentioned that the petroleum ministry earlier was not perceived to belong to the common man. In contrast, the petroleum ministry under the present regime has become consumer- centric and closer to the common man and he praised the good work being done by the petroleum minister. He also praised Prime Minister Mody for his leadership and for having complete knowledge of the progress under various government ministries.
ETV News Network also facilitated & recognized Shri Dinesh K Sarraf, CMD, ONGC and Shri D D Misra, Director (Human Resource), ONGC for outstanding contribution and demonstrated excellence, creativity, innovation and applied best practices in the petroleum, oil and gas industry

In the panel discussion on ‘Unlocking India’s Hydrocarbon Potential- Achievements, Challenges and Opportunities Ahead’, the panelist deliberated at length on the issues facing the sector and gave an outlook of the challenges facing the industry and the policy initiatives undertaken to iron out these issues and further policy interventions required. Dr S J Chopra, Chancellor, University of Petroleum and Energy Studies gave session opening remarks & expertly moderated the discussion which focused on issues like the state of Indian hydrocarbon industry and what are the areas that need attention for unlocking India's hydrocarbon potential.
The eminent panelists in this session included Shri U.P.Singh, Additional Secretary (Exploration), Ministry of Petroleum & Natural Gas and CMD, Oil India Limited; Shri Dinesh K Sarraf, CMD, Oil and Natural Gas Corporation Limited (ONGC); Shri Narendra K Verma, Managing Director, ONGC Videsh; Shri Sanjay Gupta, CMD, EIL; Shri Ashish Bhandari, CEO- Oil & Gas, GE South Asia and Shri Shashi Shanker, Director- Technology and Field Services, ONGC.
The event was a resounding success with best possible representation and overwhelming participation from the various stakeholders.
The concluding remarks and the vote of thanks was given by Shri Jaideep Dhagat, Business Head- Government & Events (Pan India), ETV News Network. Speaking about the dialogue, Jaideep Dhagat said, the event was organised against all odds in a very short span of time.
